27 Years From Plan to Pavement
The El Dorado County Board of Supervisors approved the Valley View Specific Plan in 1998. It covered 2,037 acres south of Highway 50 and divided the land into three villages: West Valley Village, White Rock Village, and East Ridge Village, the eastern 734-acre portion now under development.
The plan sat largely dormant for 17 years. The land economics weren't there, the infrastructure investment was steep, and El Dorado Hills had plenty of resale inventory to absorb demand.
That changed after the COVID-era price surge. El Dorado Hills home values appreciated roughly 45% between 2020 and 2022. The East Ridge land went from a long-range planning exercise to a live development opportunity almost overnight.
El Dorado County Planning approved the Tentative Subdivision Map (TM14-1521) unanimously on June 11, 2015, creating the 759-lot blueprint. Then came the Development Agreement (DA22-0001), approved by the Board of Supervisors on July 25, 2023. That agreement locked in the infrastructure commitments: a new 2-million-gallon Upper Valley View water storage tank, a dedicated sewer lift station, and a road network that deliberately restricts through-access to adjacent rural neighborhoods like Marble Ridge and Ryan Ranch.
Construction of infrastructure started in early 2024. Lennar acquired 312 acres in late 2024. Sales opened February 4, 2025. As of March 2026, El Dorado County has approved 197 lots for active development phases, with additional phases releasing on a phased approval schedule through the map's extended expiration date of 2034.
The build-out will take years. But the community is real, the infrastructure is in the ground, and the homes are going up now.
The Three Lennar Communities at East Ridge Village
Lennar designed three distinct gated communities within its 312-acre footprint. Each targets a different buyer profile at a different price tier.
Highpoint at East Ridge is the entry point into the community, and at 2,141 to 2,966 square feet, it's still a substantial home on a gated lot. Plans include 5-bedroom configurations and NextGen suite options. Starting pricing from the $600,000s makes Highpoint the most accessible option inside East Ridge Village, and it puts buyers into a gated new-construction community at a price point where much of the El Dorado Hills resale inventory is also competing.
Starlight at East Ridge steps into the mid-tier with floor plans around 3,529 square feet, 4 bedrooms, and NextGen availability in select configurations. This is the price tier where move-up buyers in El Dorado Hills have the most competition: the $700K–$800K range, with substantially more square footage and lot than resale inventory at that price can typically deliver.
Castle Peak at East Ridge is the flagship. Floor plans run from 3,283 to 4,246 square feet, with the Residence 4041 and Residence 4246 offering 5 bedrooms and up to 4.5 bathrooms. Lot premiums at this tier put pricing into the upper $800,000s and above $1 million for the larger configurations on premium positions. For buyers cross-shopping against Serrano resale or Blackstone's upper tier, Castle Peak offers new construction warranties, modern open floor plans, and the full Lennar design package at a competitive price.
Across all three communities: gated entry, HOA-maintained common areas, modern infrastructure, and lots ranging from approximately 10,000 square feet to 5-plus acres on premium positions.
A Saturday at East Ridge Village
You wake up above the valley floor, and the view from your back yard reminds you why you moved to El Dorado County in the first place.
Morning coffee happens in a kitchen Lennar designed for actual use: open floor plans ranging from 2,141 to 4,246 square feet, with NextGen suite options for the multigenerational household or the remote-working adult child who needs their own entrance (and so do you). The gated entry gives the neighborhood a rhythm that filtered streets in older subdivisions don't have.

Why Your First Visit to East Ridge Should Be With Your Real Estate Agent
New construction sales centers are welcoming, professional, and set up to get you into a purchase contract. That's the job of Lennar's on-site sales team, and they're good at it.
Walk in without a registered real estate agent on your first visit and you may permanently waive your right to buyer representation on that transaction. Once you've signed in as an unrepresented buyer, the builder's position is that you came in on your own.
