California finalized a new wildfire rule this year. It's called Zone 0, and it changes what's allowed in the first five feet around a lot of El Dorado Hills homes.

If you're near open space in Serrano, Blackstone, or the ridgelines above Highway 50, this one is for you. About two million California homes fall under it. Defensible space in El Dorado Hills just went from a fire department suggestion to a rule with a real deadline behind it.

We've been watching this rule since it was still a draft, and we've started building it into how we walk sellers through a Smart Pricing Analysis. Insurability now shapes what a home is worth almost as much as square footage does.

Is Zone 0 Actually Final, and Does It Apply to Your El Dorado Hills Home?

Possibly, yes. The California Board of Forestry and Fire Protection approved Zone 0 on August 19, 2026. It applies to homes in State Responsibility Areas and Very High Fire Hazard Severity Zones, a designation that covers much of El Dorado Hills' hillside and open-space-adjacent terrain.

What's left is procedural. The Office of Administrative Law confirms the rule was adopted correctly, then a short public comment window opens in early September. Barring a delay, Zone 0 becomes legally effective by late September 2026.

The zone applies parcel by parcel, not by neighborhood name. Two homes in Serrano three streets apart can land in different categories. Check your address on CAL FIRE's official viewer before you assume either way.

What Actually Changes: The Three Zones of Defensible Space

Homes in a State Responsibility Area have followed California's 100 foot, three zone defensible space law for years. Zone 0 tightens the innermost ring. The other two rings stay the same.

Zone 1 runs 5 to 30 feet from the house and calls for lean, clean, and green landscaping with real breathing room between plants. Zone 2 runs 30 to 100 feet and calls for less fuel and more spacing between trees and shrubs.

Zone 0 is the new piece. It covers the five feet closest to the house, and it bans bark mulch, wood chips, woody shrubs, and stacked firewood in that ring. Lawn under 3 inches is fine. So are low ground covers, small plants under 18 inches, and pots that won't catch a spark.

Existing homes get time. Clearing the roof and gutters, pulling dead branches, and holding 10 feet of clearance around the chimney are expected starting now. Full Zone 0 clearance is due within 3 years. Fence materials and vegetation buffers get 3 to 5 years. New construction has to meet the standard right away.

How Defensible Space Shows Up on Your Insurance Bill

Defensible space stopped being just a fire safety checklist. It's underwriting data now.

FAIR Plan policy counts statewide grew from about 210,000 in 2020 to 668,609 by December 2025. That's a 146% jump in five years. Private insurers pulled back from high fire risk areas, and that's most of the reason why, a shift we mapped in our 2026 review of the state's homeowners insurance market.

Closer to home, Serrano's Firewise USA® recognition already earns homeowners there roughly a 9.5% discount on FAIR Plan premiums. California's Safer from Wildfires regulation requires insurers to give real credit for mitigation like Zone 0 compliance, ember-resistant vents, and Class A roofing. Every carrier prices it a little differently. The direction is the same everywhere.

A Practical Hardening Checklist for El Dorado Hills Homes

Here's where we'd start, and none of it needs a contractor.

Swap bark mulch for rock or decomposed granite in the first 5 feet around the foundation. Move the firewood stack and propane tank outside that band.

Cover foundation and attic vents with 1/8 inch noncombustible mesh. We see this gap constantly in homes built before the mid-2010s.

Clear pine needles out of the roof valleys and gutters before Red Flag season, not after the first storm reminds you.

Look at how your deck and fence attach to the house. An attached wood fence is one of the most common ways fire reaches a structure. The first few feet of noncombustible material matters more than people think.

Every item on this list also tends to qualify as a discount item on wildfire mitigation insurance surveys.

What This Means If You're Selling

El Dorado Hills sellers in a State Fire Responsibility Area or Very High Fire Hazard Severity Zone have always had to disclose that on the Natural Hazard Disclosure statement. Sellers there have followed that rule for years.

Buyer behavior is what's different now. In Serrano's $1.1M to $2.2M move-up band, buyers ask for defensible space documentation and a current insurance quote earlier in the process than they did a year ago, especially on homes backing to open space.

Many hillside and open-space-adjacent homes in and around Serrano and Blackstone fall within a State Responsibility Area or a Very High Fire Hazard Severity Zone, but the designation is mapped address by address, not by neighborhood name. Check your exact property using CAL FIRE's official SRA viewer or LRA viewer, or contact El Dorado County's Office of Wildfire Preparedness and Resilience.

What plants and materials are banned in the five-foot Zone 0 perimeter?

Bark mulch, wood chips, woody shrubs, and stored firewood are prohibited within 5 feet of a structure. Permitted elements include lawn kept under 3 inches, low ground covers, small groupings of non-woody plants under 18 inches tall, and noncombustible pots and hardscape like rock or decomposed granite.

Will defensible space actually lower my insurance premium in El Dorado Hills?

It can. California's Safer from Wildfires regulation requires insurers to give underwriting credit for documented mitigation, and Serrano's Firewise USA® recognition currently supports roughly a 9.5% Fire Risk Reduction Community discount for FAIR Plan policyholders in that neighborhood. Discount amounts vary by carrier, so confirm specifics with your insurer or broker once your defensible space work is documented.
